Development of an FAA-EUROCONTROL Technique for the Analysis of Human Error in ATM
نویسنده
چکیده
Human error has been identified as a dominant risk factor in safety-oriented industries such as air traffic control (ATC). As the capacity and complexity of airspace continues to increase, and as ATC develops more advanced interfaces and computerised support technology, the importance of identifying the human factors leading to human error will increase, and the ability of traditional design practices alone to effectively mitigate human error will be strained. Therefore, appropriate methods for development of error tolerant systems are needed. This paper reports on the project to harmonise two methods for investigating the human factors behind human errors in air traffic safety systems. The Human Factors Analysis and Classification System (HFACS) is a human factors taxonomy originally developed for the US Navy for investigation of military aviation accidents and is currently being used by the US Federal Aviation Administration (FAA) to investigate civil aviation accidents. The Human Error in ATM Technique (HERA) is a method of human error identification developed by EUROCONTROL for the retrospective analysis of airspace incidents and for prospective diagnosis during ATM system development.

A Systemic Model of Atm Safety: the Integrated Risk Picture
There are many new concepts being developed for future ATM, e.g. conflict detection and resolution systems, new traffic management and airport throughput systems, etc. Each can have its own safety assessment and assurance programme. But the future vision of e.g. 2020, may involve a number of such new tools or systems or concepts. This raises a number of questions: • What is the safety assessmen...

Background and Aims: despite complex technologies in many work environments, human errors are of great importance due to leading to severe and catastrophic accidents. Therefore, in order to prevent and limit the consequences of human error, it seems necessary to identify and find the causes of them. The aim of this study was to identify and evaluate the human errors of locomotive maneuvers in t...

This report is the 4th in a series of joint ATM operational performance comparisons between the US and Europe. Building on established operational key performance indicators, the goal of the joint study conducted by the Federal Aviation Administration (FAA) and EUROCONTROL on behalf of the European Union is to understand differences between the two ATM systems in order to further optimise ATM p...

Air Navigation Service Providers (ANSPs) are continually seeking to improve operations. Measures derived from operational databases are a key component to assessing performance and recommending improvements. This paper examines several key performance indicators derived from comparable operations databases for both EUROCONTROL and the Federal Aviation Administration (FAA). This research effort ...
